When you build the Central Hiring you don't have to manage your 5 Hiring Quarters individually anymore. You control all hiring at one place. Even when you click on a Hiring Quarter you will still open the Central Hiring. You will need City Center level 3 and 3 Hiring Quarters level 2 to be able to build you Central Hiring
All your hiring activities in one place. The top slots are the active hiring, to lower slots are for the hiring in queue.
